The proposed rule, if finalised, would injure American educational institutions and state economies by discouraging students and exchange visitors from pursuing educational opportunities in the United States.
The attorneys general argued that the government's plans would impose "drastic and burdensome restrictions on international students and exchange visitors" without adequate legal or factual basis.
The Department of Homeland Security (DHS) announced the proposal on August 27, prompting the attorneys general to write to the secretary of homeland security, Kristi Noem, on September 29.
