Pennsylvania's HCBS Rates Lag Behind Neighboring States

The Pennsylvania Homecare Association has expressed concerns that the state's Home and Community-Based Services (HCBS) rates are falling behind those of neighboring states.

While providers in Pennsylvania continue to advocate for better pay, neighboring states have introduced more competitive rates. For example, West Virginia has implemented a 6% reimbursement rate boost for HCBS, bringing its base pay rate to $26.96 per hour.

Additionally, West Virginia has introduced a 9% increase for services provided through its Intellectual/Developmental Disabilities Waiver, and a 6% increase for Traumatic Brain Injury Waiver services, building upon a 15% HCBS reimbursement rate increase implemented in October 2024.

These states, which border Pennsylvania, offer between 25% and 75% more per hour for HCBS, according to the Pennsylvania Homecare Association. In contrast, Pennsylvania has only increased its hourly HCBS pay rate by $1.
