Rishi Kumar, a former Saratoga City Councilman, is running as the outsider candidate in the race to replace longtime Santa Clara County Assessor Larry Stone, who is retiring after 30 years.

Kumar's platform focuses on property tax reforms and exemptions, citing a "revolution brewing" around the country regarding property tax.
