Council of Europe anti-torture committee signals serious deficiencies in Romanian forensic psychiatric hospitals

Council of Europe Anti-Torture Committee Reports on Romanian Forensic Psychiatric Hospitals

A report by the Council of Europe's Committee for the Prevention of Torture (CPT) highlights serious deficiencies in Romanian forensic psychiatric hospitals.

The CPT visited several hospitals in 2024, including Săpoca Hospital, Pădureni-Grajduri Hospital, and psychiatric hospitals in Jebel and Ștei.

The treatment of some patients in forensic psychiatric hospitals is neglectful and, in certain cases, could amount to inhuman and degrading treatment and an ongoing violation of the European Convention on Human Rights.

The Committee urges Romanian authorities to address these shortcomings and improve the treatment and conditions of detention of patients.

Author's summary: CPT reports deficiencies in Romanian psychiatric hospitals.
