"It makes little financial sense to offer Hr 1,000 to everyone in the country, regardless of their circumstances, instead of focusing on the most vulnerable," said Volodymyr Landa, head of investment screening at the Economic Security Council of Ukraine.
The total budget allocation for these payments would amount to at least $450 million.
The package aims to ease economic stress during a harsh winter under conflict, but its broad scope raises concerns about efficient use of scarce resources.
